A tag v<version>-rc.<n> (or -beta.<n>, -alpha.<n>) makes a GitHub
pre-release of the version of CMakeLists.txt, with the files of a
release named after the tag and the notes of the version
(release_notes.sh falls back from 1.1.0-rc.1 to 1.1.0). GitVerse
mirrors releases only.
