Update handbook URL for Technical Writers assignments

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.

Fix future tense issues in Monitor docset

This merge request begins to tackle the future-tense issues in the
Monitor documentation. It doesn't completely clean out all instances,
but it contains changes to enough pages that it's time to push the
work into an MR to avoid merge conflicts.

Add a default Lefthook configuration

- This adds a configuration file for Lefthook which is more flexible
  and powerful than Overcommit.
- The only downside is that if gather the diff between `origin/master`
  and `HEAD` so if you didn't fetch `origin/master` for a long time,
  the checks might be done on more files than the one that you updated.
- Also, that means you need a origin remote.

Consolidate `trigger-build-docs` into `trigger-build`

This consolidates `trigger-build-docs` into `trigger-build` and make
the `review-docs-deploy` job wait for the downstream `gitlab-docs`
pipeline before finishing.

It was reported in Slack that the "Review "View App" button for the
docs Review App was shown even though the Review App wasn't actually
available.

That was because after triggering the downstream pipeline, we didn't
wait for it to be finished before the `review-docs-deploy` job.

Disable linting in Bad Ideas section

The GitLab style guide provides a section of information about what
NOT to do. For obvious reasons, the text in this section will never
pass an automated linting check. To prevent false positives, this
commit disables tests on that portion of the page.
