This removes the gettext:compile rake step from the source install and upgrade
documentation. gettext:compile is mostly a wrapper around gettext:po_to_json,
which is also called by gitlab:assets:compile. This is why this step was run
twice on all source installs and upgrades, making them unnecessarily longer.
