docs: add topic guides, changelog by tags, and hub updates

Move changelog to docs/ru and docs/en with full release history. Add GraphML, Verilog import, subgraphs, and testbench guides. Refresh indexes, FUNCTIONALITY cross-links, and legacy doc redirects.
