Wave «Eviction кеш-прокси» (sessions 197–205): bring the docs in line with
the shipped code (docs only; no code or e2e touched).

- HISTORY: new section with origins, two-condition semantics, tri-state
  per-remote policy, commit table (197–204) and honest boundaries.
- ROADMAP: eviction section collapsed to «Завершён», priority direction
  «высокий» closed, next is notifications.
- func: new eviction.md (ru/en) — what is cleaned, per-remote policy and
  inheritance, forecast/apply, MISS self-healing, what is NOT cleaned
  (mirror/nix/versioned/.retained); links from both func READMEs.
- TESTING: coverage row core/engine/eviction ≥90% + the case list
  (domain/engine/config/resolvers/contract/web/integration/e2e).
- ARCHITECTURE: eviction in the engine list + invariants block.
- README/README.en: eviction bullet, removed from the plans list.
- CHANGELOG ru/en: grouped wave block (engine/triggers, migration 0014,
  API, UI).

Verified: rg -i eviction over docs/ + READMEs — all occurrences
consistent; no «не реализован/not implemented» left on the eviction topic;
func config.md [eviction] matches internal/core/config/config.go. Local
go build ./..., make vet, make lint — green. Diff: 12 markdown files.
